Briefly, the Anglican Church can adopt some of the features of Catholicism when it wants to, and often did in the 19th century. Especially in Oxford. So I am assuming it was not built as a Catholic Church in 1865 and remained intact. Rather we have to ask why the mosaic saints, prophets and palm trees were commissioned for an Anglican church.
